Overview

David Leakey has held senior leadership roles across the military, diplomacy, Parliament and the private sector, operating at the highest levels of national and international governance. A Cambridge law graduate and fluent French and German speaker, his career has spanned command of multinational forces, chairing boards and committees in Westminster and Whitehall, senior executive and non-exec positions in commercial and not for profit organisations, and advising international businesses in industrial, chemical and technology sectors. He is recognised for his experience and ability to lead large multi-disciplinary teams through complex, politically sensitive and high-risk environments.

David’s early career was spent in the British Army, where he rose to very senior rank developing deep experience in planning and commanding military operations, peace support and reconstruction programmes, and international negotiations. He commanded a multinational brigade in Bosnia and served as a negotiator at the Dayton Peace Talks, before later leading the European Union Force in the Balkans. His leadership combined operational authority with diplomatic skill, working with ambassadors, defence chiefs and international institutions, combined with managing and motivating large teams of civilian, contractor and military staff.

Following his military and diplomatic service, David moved into the political complex of Parliament, Westminster and Whitehall, where he chaired committees and boards, and strengthened governance, risk and resilience frameworks. He has also chaired a major commercial enterprise, a national charity, commercial risk committees and has extensive experience of governance across government departments, corporate and not-for-profit organisations.

David is currently Chief Strategy Officer at Scopeworker, a Procure–Execute–Pay ERP platform, where he focuses on strategy, business resilience and the governance of critical technology-enabled operations. Alongside this, he has held non-executive, advisory and consultancy positions with three international companies in the industrial, chemical and IT sectors, advising on leadership and governance, and bringing a security- and risk-informed lens to strategy and oversight. He is also a trustee and governor of several charitable, musical, sporting and educational organisations, reflecting a long-standing commitment to public service and broader civic life.

David brings deep cross-sector expertise in:

• International security, defence & diplomacy – commanding multinational forces, leading EU missions and negotiating in high-stakes peace processes.

• Governance, risk & resilience – chairing boards and committees across Parliament, government, corporate and charitable organisations.

• Strategy, transformation & complex operations – designing and overseeing major change and continuity programmes in high-risk environments.

• Technology, industrial & chemical sectors – strategic and advisory roles in global businesses, with a focus on security and operational resilience.

For his leadership of peace support operations in Bosnia he was appointed CBE in 1996, and in 2006 he was made CMG, a primarily diplomatic honour, for his leadership of the EU Force and his wider contribution to international missions in the region. In 2018 The Queen made him CVO in recognition of his high profile work over 7 years as Black Rod in Parliament.
